We’re thrilled to bring you the very first edition of the Global State of Direct Democracy Report! This report spotlights the events and trends of direct democracy in 2023, exploring legal provisions, recent referendums, reforms, and key academic publications in English related to the topic.

The report focuses on the hierarchy between laws directly enacted by citizens and those enacted by their representatives. By distinguishing these two models of direct democracy, we offer a detailed look at legal tools of direct democracy and their usage, particularly over the past year.
Our report aligns with the scholarly view that the design details of democratic institutions matter. While in many databases, like the Direct Democracy Navigator, the coding scheme does not allow to fully capture important details, we’ve made it our mission to highlight these important details in this report. This approach aims to spark meaningful discussions about direct democracy typologies and practices, enhancing our understanding of this fascinating governance model and its impact on political life.
